Some RGB colors do not match

Hello,

I have an excel file (97-2003) with a cell that has a background color of E3B48D. When I read the Cell.CellColorRGB property I get FFCC99. These colors are each variants of blue but some other colors have a more drastic difference for example Excel has 538ED5 (a blue) and Cell.CellColorRGB returns 993333 (a dark brown).
