We are currently using XLSReadWriteII 2.0, but need to support Excel 2007 so are trying to move to XLSReadWriteII 4.0. We currently use Delphi 5 to develop our application and I noticed that there is not an install package available nor is it listed as being support.

Does XLSReadWriteII 4.0 support Delphi 5?

No, Delphi 5 is not supported as it lacks to many features presented in newer versions.
